I just finished a meeting with these small business owners and a few of their workers. And we talked about some of the economic challenges facing these folks. And we talked about the ways that our government can make it easier for smaller firms to hire and to grow. These men and women know how important it is because, historically, small businesses have created roughly two out of every three new jobs in our country. And to replace the millions of jobs lost in the recession, we’re going to need to make sure that small companies are able to open up and expand and add names to their payroll. Small businesses will help lead this economic recovery. And that’s why we will continue to stand by them.But ensuring that small businesses can thrive is about more than just economic success. It’s also about who we are as a people. It’s about a nation where anybody who’s got a good idea and a willingness to work hard can succeed. That’s the central promise of America. It’s that promise that has drawn millions of people to our shores. It’s what drives workers to become their own bosses. It’s what propels some basement inventor to bring a new concept to market. That’s what led two guys, Bobby Pancake and Steve Wheat -- their real names -- who are here today, to take a chance and try their hand at actually running restaurants. Obviously, they’d have to be restaurateurs, named “Pancake” and “Wheat.” They worked for a restaurant chain for years, but they decided to leave the corporate offices and open up their own franchises. In fact, Bobby and Steve told me they recently opened up their sixth location. And Terry Haney, the general manager of one of their locations, is also here. This same promise of being able to build your own dreams and be your own boss led Prachee -- Prachee Devadas to come to this country, become a citizen, and open up what’s become a successful technology services company. Prachee told me that when she started, she had just one employee. Today, she employs more than a hundred people -- including her husband Anand, who is here today. So the fact is that small businesses all across the country are hiring people, making a difference in their communities, giving back to their communities, but they’ve also been especially hard hit by the recession. From the middle of 2007 to the end of 2008, small businesses lost 2.4 million jobs. And because banks shrunk from lending in the midst of this financial crisis, it’s been particularly difficult for small business owners to take out loans to open up shop or expand. It’s been hard to finance inventories and payroll and new equipment. Now, I’ve said before and I’ll repeat, government can’t guarantee success for these companies. But it can knock down barriers that prevent owners from getting loans. Government can’t create private-sector jobs. But it can create the conditions for small businesses like these to grow and to hire more people. That’s what’s guided much of our economic agenda.So let me be specific. Last year, we enacted seven tax cuts for America’s small business -- seven tax cuts. So far, the Recovery Act has supported over 68,000 loans to small businesses, which translates into nearly billion in new lending. More than 1,300 banks and credit unions that had not made SBA loans since before the financial crisis are now lending again. More than billion in federal Recovery Act contracts are now going to small businesses. In fact, Prachee has been able to add 20 part-time and full-time workers because of the Recovery Act.In addition, as a result of a bill I signed into law a few months ago, businesses are now eligible for tax cuts when they hire -- when they hire unemployed workers, they're eligible for tax cuts. Companies are also able to write off more of their investments in new equipment. And as part of the health reform package, 4 million small business owners recently received a postcard in their mailboxes from the IRS, and it was actually good news: It told them that they could be eligible for a health care tax credit this year that could be worth perhaps tens of thousands of dollars to these small businesses. So these and other steps are making a difference. Little more than a year ago, the economy was in freefall. Today, it’s growing again. Little more than a year ago, the economy was losing an average of 750,000 jobs per month. It’s now been adding jobs for five months in a row. But even though we are in the process of digging ourselves out of this recession, we’re still in a pretty deep hole. Millions of our family members, our friends, our neighbors are still looking for work -- they're still faced with the prospects of long-term unemployment. Credit is still less available than it should be, particularly to small businesses.As small business owners like Prachee and Bobby and Steve will tell you, we may be recovering but we’re not yet recovered. We have to keep moving forward.And that’s why I’m urging Congress to swiftly approve a set of tax breaks and lending incentives to spur hiring and growth at small businesses. The legislation that's being debated right now would eliminate capital gains taxes for small investment -- for investments in small firms, which will help move capital to these companies across America. It will provide tax relief to small start-ups to encourage folks to open up businesses, as well. To foster more credit, the package would create the small business lending fund I proposed in my State of the Union address to help underwrite loans through community banks. And we’d create a new state small business credit initiative, because states facing budget shortfalls are scaling back lending to small firms and manufacturers. That's working against our recovery. I’m also urging Congress to expand and extend successful SBA programs -- by increasing loan limits, for example -- something that could benefit people like Bobby and Steve.In fact, since the start of my administration, we’ve been hearing from small businesses that want to retain and hire more employees, but they need additional credit. And we’ve been hearing from small community banks that want to lend more to small businesses, but they need additional capital. So this bill helps fulfill both needs. And to help us create jobs without adding to our deficit, we’re making the tough choices to pay for these proposals.So I’m hopeful that the House will pass these measures next week, and that the Senate will follow as soon as possible -- with both support from Democrats and Republicans. And I’m eager to sign this tax relief and additional lending into law. THE PRESIDENT: Good morning. Christmas is just a few days away. As Americans gather around the tree with family and friends, we remember the Soldiers, Sailors, Airmen, Marines, and Coast Guard men and women who will be spending this holiday far away from their homes and loved ones. America is blessed to have men and women willing to step forward to defend our freedoms and keep us safe from our enemies. We are thankful for their courage and their dedication to duty. We pray for their safety. And we wish them a Merry Christmas, wherever they serve. America is also blessed to have military families willing to sacrifice for our country. The husbands and wives, mothers and fathers, sons and daughters of those in the military serve our country as well. For many of them, service means packing up their belongings and moving on short notice, or living in a different country for a time, or missing a family member as he or she serves overseas. And this Christmas, many will sit down for dinner thinking of their loved ones half a world away. These families deserve the thanks and the prayers of our whole Nation. Some military families are helping loved ones recover from injuries sustained in combat. These families are a special source of hope and strength for our wounded warriors. Through their encouragement and devotion, they help heal the body and the spirit, and they remind our wounded warriors that our Nation stands behind them. Other military families have felt the pain of losing a loved one in battle. This Christmas, we hold them in our hearts. We lift them up in our prayers. And we are inspired by the example that many of these families have set by turning their grief into extraordinary acts of compassion and love. One such inspiring example is the family of Army Specialist Michael Rodriguez of Knoxville, Tennessee. During his deployment in Iraq, Michael often wrote home to his family about the children he met on patrol. In April, Michael was killed by a suicide bomber. Now his family is honoring his memory by helping to collect school supplies for students at an Iraqi school for girls. We are also grateful for Kirsten Yuhl-Torres of San Diego, California. In 2006, Kirsten lost her son, Sergeant Joseph Perry, in Iraq. To honor Joseph's memory, she started sending care packages and writing letters of support to other soldiers serving there. Kirsten says, "Joe was our only son, but now we have hundreds." Our Nation is also inspired by Bob Lehmiller, whose son Sergeant Mike Lehmiller, was killed in 2005 while serving in Afghanistan. To honor his son, Bob created Mike's Guardian Eagle Foundation. The Foundation gives financial assistance to military families who need extra help when their loved ones deploy or if they're wounded or killed on the field of battle. All these families have aly given so much to America, and yet they have found a way to give even more. We thank each of them. And we thank every one of our citizens who supports our troops with letters, and donations, or prayers. At this time of year, we acknowledge that love and sacrifice can transform our world. The miracle of Christmas reminds us that God's grace is revealed in the humblest places. Two thousand years ago, the fullness of that grace was found in a tiny manger, and the life born that day changed our world forever. As Christmas approaches, Laura and I extend to all Americans our best wishes, and we hope every family is brought closer together during this season of reflection and rejoicing. Today is such a time for America. Over the past two years, we have faced the worst recession since the Great Depression. Eight million people lost their jobs. Tens of millions saw the value of their homes and retirement savings plummet. Countless businesses have been unable to get the loans they need and many have been forced to shut their doors. And although the economy is growing again, too many people are still feeling the pain of the downturn.Now, while a number of factors led to such a severe recession, the primary cause was a breakdown in our financial system. It was a crisis born of a failure of responsibility from certain corners of Wall Street to the halls of power in Washington. For years, our financial sector was governed by antiquated and poorly enforced rules that allowed some to game the system and take risks that endangered the entire economy. Unscrupulous lenders locked consumers into complex loans with hidden costs. Firms like AIG placed massive, risky bets with borrowed money. And while the rules left abuse and excess unchecked, they also left taxpayers on the hook if a big bank or financial institution ever failed. Now, even before the crisis hit, I went to Wall Street and I called for common-sense reforms to protect consumers and our economy as a whole. And soon after taking office, I proposed a set of reforms to empower consumers and investors, to bring the shadowy deals that caused this crisis into the light of day, and to put a stop to taxpayer bailouts once and for all. (Applause.) Today, thanks to a lot of people in this room, those reforms will become the law of the land. For the last year, Chairmen Barney Frank and Chris Dodd have worked day and night -- (applause) -- Barney and Chris have worked day and night to bring about this reform. And I am profoundly grateful to them. I would be remiss if I didn't also express my appreciation to Senator Harry Reid and Speaker Nancy Pelosi for their leadership. It wouldn’t have happened without them. (Applause.)Passing this bill was no easy task. To get there, we had to overcome the furious lobbying of an array of powerful interest groups and a partisan minority determined to block change. So the members who are here today, both on the stage and in the audience, they have done a great service in devoting so much time and expertise to this effort, to looking out for the public interests and not the special interests. (Applause.) And I also want to thank the three Republican senators who put partisanship aside -- (applause) -- judged this bill on the merits, and voted for reform. We’re grateful to them. (Applause.) And the Republican House members. (Applause.) Good to see you, Joe. (Applause.) Now, let’s put this in perspective. The fact is, the financial industry is central to our nation’s ability to grow, to prosper, to compete and to innovate. There are a lot of banks that understand and fulfill this vital role, and there are a whole lot of bankers who want to do right -- and do right -- by their customers. This reform will help foster innovation, not hamper it. It is designed to make sure that everybody follows the same set of rules, so that firms compete on price and quality, not on tricks and not on traps.It demands accountability and responsibility from everyone. It provides certainty to everybody, from bankers to farmers to business owners to consumers. And unless your business model depends on cutting corners or bilking your customers, you’ve got nothing to fear from reform. (Applause.) Now, for all those Americans who are wondering what Wall Street reform means for you, here’s what you can expect. If you’ve ever applied for a credit card, a student loan, or a mortgage, you know the feeling of signing your name to pages of barely understandable fine print. What often happens as a result is that many Americans are caught by hidden fees and penalties, or saddled with loans they can’t afford. That’s what happened to Robin Fox, hit with a massive rate increase on her credit card balance even though she paid her bills on time. That’s what happened to Andrew Giordano, who discovered hundreds of dollars in overdraft fees on his bank statement –- fees he had no idea he might face. Both are here today. Well, with this law, unfair rate hikes, like the one that hit Robin, will end for good. (Applause.) And we’ll ensure that people like Andrew aren’t unwittingly caught by overdraft fees when they sign up for a checking account. (Applause.) With this law, we’ll crack down on abusive practices in the mortgage industry. We’ll make sure that contracts are simpler -– putting an end to many hidden penalties and fees in complex mortgages -– so folks know what they’re signing. With this law, students who take out college loans will be provided clear and concise information about their obligations. And with this law, ordinary investors -– like seniors and folks saving for retirement –- will be able to receive more information about the costs and risks of mutual funds and other investment products, so that they can make better financial decisions as to what will work for them. So, all told, these reforms represent the strongest consumer financial protections in history. (Applause.) In history. And these protections will be enforced by a new consumer watchdog with just one job: looking out for people -– not big banks, not lenders, not investment houses -– looking out for people as they interact with the financial system.And that’s not just good for consumers; that’s good for the economy. Because reform will put a stop to a lot of the bad loans that fueled a debt-based bubble. And it will mean all companies will have to seek customers by offering better products, instead of more deceptive ones.Now, beyond the consumer protections I’ve outlined, reform will also rein in the abuse and excess that nearly brought down our financial system. It will finally bring transparency to the kinds of complex and risky transactions that helped trigger the financial crisis. Shareholders will also have a greater say on the pay of CEOs and other executives, so they can reward success instead of failure.And finally, because of this law, the American people will never again be asked to foot the bill for Wall Street’s mistakes. (Applause.) There will be no more tax-funded bailouts -- period. (Applause.) If a large financial institution should ever fail, this reform gives us the ability to wind it down without endangering the broader economy. And there will be new rules to make clear that no firm is somehow protected because it is “too big to fail,” so we don’t have another AIG. That's what this reform will mean. Now, it doesn’t mean our work is over. For these new rules to be effective, regulators will have to be vigilant. We may need to make adjustments along the way as our financial system adapts to these new changes and changes around the globe. No law can force anybody to be responsible; it’s still incumbent on those on Wall Street to heed the lessons of this crisis in terms of how they conduct their businesses.The fact is every American -– from Main Street to Wall Street –- has a stake in our financial system. Wall Street banks and firms invest the capital that makes it possible for start-ups to sell new products. They provide loans to businesses to expand and to hire. They back mortgages for families purchasing a new home. That’s why we’ll all stand to gain from these reforms. We all win when investors around the world have confidence in our markets. We all win when shareholders have more power and more information. We all win when consumers are protected against abuse. And we all win when folks are rewarded based on how well they perform, not how well they evade accountability. In the end, our financial system only works –- our market is only free –- when there are clear rules and basic safeguards that prevent abuse, that check excess, that ensure that it is more profitable to play by the rules than to game the system. And that’s what these reforms are designed to achieve -- no more, no less. Because that’s how we will ensure that our economy works for consumers, that it works for investors, that it works for financial institutions -– that it works for all of us. This is the central lesson not only of this crisis but of our history. Ultimately, there’s no dividing line between Main Street and Wall Street. We rise or fall together as one nation. So these reforms will help lift our economy and lead all of us to a stronger, more prosperous future.   Prosperity, Peace and Opportunity: The Legacy of American Service in South KoreaIn a particularly moving address to troops at Osan Air Base in Osan, South Korea, the President thanked American troops for their continued sacrifice and service, and took the opportunity to a share a short anecdote with the crowd. The story reminded troops of America's great responsibility and privilege to protect freedom and promote democracy around the world, and offered rare historical insight from a longtime ally:I want to deliver, actually, just a quick story, go a little off script. President Lee talked to me about what it was like when he was a young child here in Korea, this country having been torn by war, and the poverty that still existed in the country. And he said, I hope the American people understand how grateful we are for what you've done, because we would not be the extraordinarily strong, prosperous nation that we are, had it not been for the sacrifices of your armed services and the continued contributions that you've made.And I thought, when the President of a country that's become so successful says that America, and America's armed services in particular, had something to do with the extraordinary success of their country -- he said, that's something you should take great pride in. And I want all of you to know that, because you are carrying that tradition on right here at Osan.I couldn't come to the Republic of Korea without coming to see you to deliver a simple message -- a message of thanks to you and your families. The intent was to slow the growth of Medicare costs, but the result was a formula that has proposed cutting payments for America’s doctors year after year after year. These are cuts that would not only jeopardize our physicians’ pay, but our seniors’ health care.Since 2003, Congress has acted to prevent these pay cuts from going into effect. These votes were largely bipartisan, and they succeeded when Democrats ran Congress and when Republicans ran Congress – which was most of the time. This year, a majority of Congress is willing to prevent a pay cut of 21% -- a pay cut that would undoubtedly force some doctors to stop seeing Medicare patients altogether. But this time, some Senate Republicans may even block a vote on this issue. After years of voting to defer these cuts, the other party is now willing to walk away from the needs of our doctors and our seniors. Now, I realize that simply kicking these cuts down the road another year is not a long-term solution to this problem. For years, I have said that a system where doctors are left to wonder if they’ll get fairly reimbursed makes absolutely no sense. And I am committed to permanently reforming this Medicare formula in a way that balances fiscal responsibility with the responsibility we have to doctors and seniors. In addition, we’re aly taking significant steps to slow the growth of Medicare costs through health insurance reform – not by targeting doctors and seniors, but by eliminating 50% of the waste, fraud, and abuse in the system by 2012. This not only strengthens Medicare, it saves taxpayer dollars. I’m absolutely willing to take the difficult steps necessary to lower the cost of Medicare and put our budget on a more fiscally sustainable path. But I’m not willing to do that by punishing hard-working physicians or the millions of Americans who count on Medicare. That’s just wrong. And that’s why in the short-term, Congress must act to prevent this pay cut to doctors. If they don’t act, doctors will see a 21% cut in their Medicare payments this week. This week, doctors will start receiving these lower reimbursements from the Medicare program. That could lead them to stop participating in the Medicare program. And that could lead seniors to lose their doctors. We cannot allow this to happen. We have to fix this problem so that our doctors can get paid for the life-saving services they provide and keep their doors open. We have to fix this problem to keep the promise of Medicare for our seniors so that they get the health care they deserve. So I urge Republicans in the Senate to at least allow a majority of Senators and Congressmen to stop this pay cut. I urge them to stand with America’s seniors and America’s doctors. Nixon: ;Checkers;My Fellow Americans,I come before you tonight as a candidate for the Vice Presidency and as a man whose honesty and integrity has been questioned.Now, the usual political thing to do when charges are made against you is to either ignore them or to deny them without giving details. I believe weve had enough of that in the ed States, particularly with the present Administration in Washington, D.C. To me the office of the Vice Presidency of the ed States is a great office, and I feel that the people have got to have confidence in the integrity of the men who run for that office and who might obtain it.I have a theory, too, that the best and only answer to a smear or to an honest misunderstanding of the facts is to tell the truth. And thats why I am here tonight. I want to tell you my side of the case. Im sure that you have the charge, and youve heard it, that I, Senator Nixon, took ,000 from a group of my supporters.Now, was that wrong? And let me say that it was wrong. I am saying it, incidentally, that it was wrong, just not illegal, because it isnt a question of whether it was legal or illegal, that isnt enough. The question is, was it morally wrong? I say that it was morally wrong -- if any of that ,000 went to Senator Nixon, for my personal use. I say that it was morally wrong if it was secretly given, and secretly handled. And I say that it was morally wrong if any of the contributors got special favors for the contributions that they made.And now to answer those questions let me say this: not one cent of the ,000 or any other money of that type ever went to me for my personal use. Every penny of it was used to pay for political expenses that I did not think should be charged to the taxpayers of the ed States. It was not a secret fund. As a matter of fact, when I was on ;Meet the Press;-- some of you may have seen it last Sunday -- Peter Edson came up to me after the program, and he said, ;Dick, what about is fund we hear about?; And I said, ;Well, there is no secret about it. Go out and see Dana Smith who was the administrator of the fund.; And I gave him [Edson] his [Smiths] address. And I said you will find that the purpose of the fund simply was to defray political expenses that I did not feel should be charged to the Government. And third, let me point out -- and I want to make this particularly clear -- that no contributor to this fund, no contributor to any of my campaigns, has ever received any consideration that he would not have received as an ordinary constituent.I just dont believe in that, and I can say that never, while I have been in the Senate of the ed States, as far as the people that contributed to this fund are concerned, have I made a telephone call for them to an agency, or have I gone down to an agency on their behalf. And the records will show that, the records which are in the hands of the administration.Well, then, some of you will say, and rightly, ;Well, what did you use the fund for, Senator? Why did you have to have it?; Let me tell you in just a word how a Senate office operates. First of all, a Senator gets ,000 a year in salary. He gets enough money to pay for one trip a year, a round trip, that is, for himself, and his family between his home and Washington, D.C. And then he gets an allowance to handle the people that work in his office to handle his mail. And the allowance for my State of California, is enough to hire 13 people. And let me say, incidentally, that that allowance is not paid to the Senator. It is paid directly to the individuals that the Senator puts on his pay roll. But all of these people and all of these allowances are for strictly official business; business, for example, when a constituent writes in and wants you to go down to the Veterans Administration and get some information about his GI policy -- items of that type, for example. But there are other expenses that are not covered by the Government. And I think I can best discuss those expenses by asking you some questions.Do you think that when I or any other senator makes a political speech, has it printed, should charge the printing of that speech and the mailing of that speech to the taxpayers? Do you think, for example, when I or any other Senator makes a trip to his home State to make a purely political speech that the cost of that trip should be charged to the taxpayers? Do you think when a Senator makes political broadcasts or political television broadcasts, radio or television, that the expense of those broadcasts should be charged to the taxpayers? Well I know what your answer is. Its the same answer that audiences give me whenever I discuss this particular problem: The answer is no. The taxpayers shouldnt be required to finance items which are not official business but which are primarily political business.Well, then the question arises, you say, ;Well, how do you pay for these and how can you do it legally?; And there are several ways that it can be done, incidentally, and it is done legally in the ed States Senate and in the Congress. The first way is to be a rich man. I dont happen to be a rich man, so I couldnt use that one. Another way that is used is to put your wife on the pay roll. Let me say, incidentally, that my opponent, my opposite number for the Vice Presidency on the Democratic ticket, does have his wife on the pay roll and has had her on his pay roll for the past ten years. Now let me just say this: That his business, and Im not critical of him for doing that. You will have to pass judgment on that particular point.But I have never done that for this reason: I have found that there are so many deserving stenographers and secretaries in Washington that needed the work that I just didnt feel it was right to put my wife on the pay roll. My wifes sitting over here. She is a wonderful stenographer. She used to teach stenography and she used to teach shorthand in high school. That was when I met her. And I can tell you folks that shes worked many hours at night and many hours on Saturdays and Sundays in my office, and shes done a fine job, and I am proud to say tonight that in the six years I have been in the House and the Senate of the ed States, Pat Nixon has never been on the Government pay roll.What are other ways that these finances can be taken care of? Some who are lawyers, and I happen to be a lawyer, continue to practice law, but I havent been able to do that. I am so far away from California that I have been so busy with my senatorial work that I have not engaged in any legal practice, and, also, as far as law practice is concerned, it seemed to me that the relationship between an attorney and the client was so personal that you couldnt possibly represent a man as an attorney and then have an unbiased view when he presented his case to you in the event that he had one before Government.And so I felt that the best way to handle these necessary political expenses of getting my message to the American people and the speeches I made -- the speeches I had printed for the most part concerned this one message of exposing this Administration, the Communism in it, the corruption in it -- the only way that I could do that was to accept the aid which people in my home State of California, who contributed to my campaign and who continued to make these contributions after I was elected, were glad to make.And let me say I am proud of the fact that not one of them has ever asked me for a special favor. I am proud of the fact that not one of them has ever asked me to vote on a bill other than my own conscience would dictate. And I am proud of the fact that the taxpayers by subterfuge or otherwise have never paid one dime for expenses which I thought were political and shouldnt be charged to the taxpayers.Let me say, incidentally, that some of you may say, ;Well, that is all right, Senator, thats your explanation, but have you got any proof?; And Id like to tell you this evening that just an hour ago we received an independent audit of this entire fund. I suggested to Governor Sherman Adams, who is the chief of staff of the Dwight Eisenhower campaign, that an independent audit and legal report be obtained, and I have that audit in my hands. Its an audit made by the Price Waterhouse amp; Co. firm, and the legal opinion by Gibson, Dunn, amp; Crutcher, lawyers in Los Angeles, the biggest law firm, and incidentally, one of the best ones in Los Angeles.I am proud to be able to report to you tonight that this audit and this legal opinion is being forwarded to General Eisenhower. And Id like to to you the opinion that was prepared by Gibson, Dunn, amp; Crutcher, and based on all the pertinent laws and statutes, together with the audit report prepared by the certified public accountants:;It is our conclusion that Senator Nixon did not obtain any financial gain from the collection and disbursement of the fund by Dana Smith; that Senator Nixon did not violate any federal or state law by reason of the operation of the fund; and that neither the portion of the fund paid by Dana Smith directly to third persons, nor the portion paid to Senator Nixon, to reimburse him for designated office expenses, constituted income to the Senator which was either reportable or taxable as income under applicable tax laws.;(signed)Gibson, Dunn, amp; Crutcher,by Elmo H. ConleyNow that, my friends, is not Nixon speaking, but thats an independent audit which was requested, because I want the American people to know all the facts, and I am not afraid of having independent people go in and check the facts, and that is exactly what they did. But then I realized that there are still some who may say, and rightly so -- and let me say that I recognize that some will continue to smear regardless of what the truth may be -- but that there has been understandably, some honest misunderstanding on this matter, and there are some that will say, ;Well, maybe you were able, Senator, to fake this thing. How can we believe what you say? After all, is there a possibility that maybe you got some sums in cash? Is there a possibility that you might have feathered your own nest?; And so now, that I am going to do -- and incidentally this is unprecedented in the history of American politics -- I am going at this time to give to this television and radio audience, a complete financial history, everything Ive earned, everything Ive spent, everything I own. And I want you to know the facts.Ill have to start early. I was born in 1913. Our family was one of modest circumstances, and most of my early life was spent in a store out in East Whittier. It was a grocery store, one of those family enterprises. The only reason we were able to make it go was because my mother and dad had five boys, and we all worked in the store. I worked my way through college, and, to a great extent, through law school. And then in 1940, probably the best thing that ever happened to me happened. I married Pat who is sitting over here. We had a rather difficult time after we were married, like so many of the young couples who may be listening to us. I practiced law. She continued to teach school.Then, in 1942, I went into the service. Let me say that my service record was not a particularly unusual one. I went to the South Pacific. I guess Im entitled to a couple of battle stars. I got a couple of letters of commendation. But I was just there when the bombs were falling. And then I returned -- returned to the ed States, and in 1946, I ran for the Congress. When we came out of the war -- Pat and I -- Pat during the war had worked as a stenographer, and in a bank, and as an economist for a Government agency -- and when we came out, the total of our savings, from both my law practice, her teaching and all the time I was in the war, the total for that entire period was just a little less than ,000 -- every cent of that, incidentally, was in Government bonds. Well thats where we start, when I go into politics.Now, what have I earned since I went into politics? Well, here it is. Ive jotted it down. Let me the notes. First of all, I have had my salary as a Congressman and as a Senator. Second, I have received a total in this past six years of ,600 from estates which were in my law firm at the time that I severed my connection with it. And, incidentally, as I said before, I have not engaged in any legal practice and have not accepted any fees from business that came into the firm after I went into politics. I have made an average of approximately ,500 a year from nonpolitical speaking engagements and lectures.And then, fortunately, we have inherited little money. Pat sold her interest in her fathers estate for ,000, and I inherited ,500 from my grandfather. We lived rather modestly. For four years we lived in an apartment in Parkfairfax, in Alexandria Virginia. The rent was .00 a month. And we saved for the time that we could buy a house. Now, that was what we took in. What did we do with this money? What do we have today to show for it? This will surprise you because it is so little, I suppose, as standards generally go of people in public life.First of all, weve got a house in Washington, which cost ,000 and on which we owe ,000. We have a house in Whittier, California which cost ,000 and on which we owe ,000. My folks are living there at the present time. I have just ,000 in life insurance, plus my GI policy which Ive never been able to convert, and which will run out in two years. I have no life insurance whatever on Pat. I have no life insurance on our two youngsters Tricia and Julie. I own a 1950 Oldsmobile car. We have our furniture. We have no stocks and bonds of any type. We have no interest of any kind, direct or indirect, in any business. Now, thats what we have. What do we owe?Well in addition to the mortgage, the ,000 mortgage on the house in Washington, the ,000 one on the house in Whittier, I owe 00 to the Riggs Bank in Washington, D.C., with interest 4 and 1/2 percent. I owe ,500 to my parents, and the interest on that loan, which I pay regularly, because its a part of the savings they made through the years they were working so hard -- I pay regularly 4 percent interest. And then I have a 0 loan, which I have on my life insurance.Well, thats about it. Thats what we have. And thats what we owe. It isnt very much. But Pat and I have the satisfaction that every dime that weve got is honestly ours. I should say this, that Pat doesnt have a mink coat. But she does have a respectable Republican cloth coat, and I always tell her shed look good in anything.One other thing I probably should tell you, because if I dont theyll probably be saying this about me, too. We did get something, a gift, after the election. A man down in Texas heard Pat on the radio mention the fact that our two youngsters would like to have a dog. And believe it or not, the day before we left on this campaign trip we got a message from Union Station in Baltimore, saying they had a package for us. We went down to get it. You know what it was? It was a little cocker spaniel dog, in a crate that he had sent all the way from Texas, black and white, spotted, and our little girl Tricia, the six year old, named it Checkers. And you know, the kids, like all kids, love the dog, and I just want to say this, right now, that regardless of what they say about it, were gonna keep it.It isnt easy to come before a nationwide audience and bare your life, as Ive done. But I want to say some things before I conclude, that I think most of you will agree on. Mr. Mitchell, the Chairman of the Democratic National Committee, made this statement that if a man couldnt afford to be in the ed States Senate, he shouldnt run for the Senate. And I just want to make my position clear. I dont agree with Mr. Mitchell when he says that only a rich man should serve his Government in the ed States Senate or in the Congress. I dont believe that represents the thinking of the Democratic Party, and I know that it doesnt represent the thinking of the Republican Party.I believe that its fine that a man like Governor Stevenson, who inherited a fortune from his father, can run for President. But I also feel that its essential in this country of ours that a man of modest means can also run for President, because, you know, remember Abraham Lincoln, you remember what he said: ;God must have loved the common people -- he made so many of them.;And now Im going to suggest some courses of conduct. First of all, you have in the papers about other funds, now, Mr. Stevenson apparently had a couple. One of them in which a group of business people paid and helped to supplement the salaries of State employees. Here is where the money went directly into their pockets, and I think that what Mr. Stevenson should do should be to come before the American people, as I have, give the names of the people that contributed to that fund, give the names of the people who put this money into their pockets at the same time that they were receiving money from their State government and see what favors, if any, they gave out for that.I dont condemn Mr. Stevenson for what he did, but until the facts are in there is a doubt that will be raised. And as far as Mr. Sparkman is concerned, I would suggest the same thing. Hes had his wife on the pay roll. I dont condemn him for that, but I think that he should come before the American people and indicate what outside sources of income he has had. I would suggest that under the circumstances both Mr. Sparkman and Mr. Stevenson should come before the American people, as I have, and make a complete financial statement as to their financial history, and if they dont it will be an admission that they have something to hide. And I think you will agree with me -- because, folks, remember, a man thats to be President of the ed States, a man thats to be Vice President of the ed States, must have the confidence of all the people. And thats why Im doing what Im doing. And thats why I suggest that Mr. Stevenson and Mr. Sparkman, since they are under attack, should do what theyre doing.Now let me say this: I know that this is not the last of the smears. In spite of my explanation tonight, other smears will be made. Others have been made in the past. And the purpose of the smears, I know, is this, to silence me, to make me let up. Well, they just dont know who theyre dealing with. Im going to tell you this: I remember in the dark days of the Hiss case some of the same columnists, some of the same radio commentators who are attacking me now and misrepresenting my position, were violently opposing me at the time I was after Alger Hiss. But I continued to fight because I knew I was right, and I can say to this great television and radio audience that I have no apologies to the American people for my part in putting Alger Hiss where he is today. And as far as this is concerned, I intend to continue to fight.Why do I feel so deeply? Why do I feel that in spite of the smears, the misunderstanding, the necessity for a man to come up here and bare his soul as I have? Why is it necessary for me to continue this fight? And I want to tell you why. Because, you see, I love my country. And I think my country is in danger. And I think the only man that can save America at this time is the man thats running for President, on my ticket -- Dwight Eisenhower. You say, ;Why do I think it is in danger?; And I say, look at the record. Seven years of the Truman-Acheson Administration, and whats happened? Six hundred million people lost to Communists. And a war in Korea in which we have lost 117,000 American casualties, and I say to all of you that a policy that results in the loss of 600 million people to the Communists, and a war that cost us 117,000 American casualties isnt good enough for America. And I say that those in the State Department that made the mistakes which caused that war and which resulted in those losses should be kicked out of the State Department just as fast as we get them out of there.And let me say that I know Mr. Stevenson wont do that because he defends the Truman policy, and I know that Dwight Eisenhower will do that, and that he will give America the leadership that it needs. Take the problem of corruption. Youve about the mess in Washington. Mr. Stevenson cant clean it up because he was picked by the man, Truman, under whose Administration the mess was made.You wouldnt trust the man who made the mess to clean it up. Thats Truman. And by the same token you cant trust the man who was picked by the man who made the mess to clean it up and thats Stevenson. And so I say, Eisenhower, who owes nothing to Truman, nothing to the big city bosses -- he is the man that can clean up the mess in Washington. Take Communism. I say that as far as that subject is concerned the danger is great to America. In the Hiss case they got the secrets which enabled them to break the American secret State Department code. They got secrets in the atomic bomb case which enabled them to get the secret of the atomic bomb five years before they would have gotten it by their own devices. And I say that any man who called the Alger Hiss case a red herring isnt fit to be President of the ed States.I say that a man who, like Mr. Stevenson, has pooh-poohed and ridiculed the Communist threat in the ed States -- he said that they are phantoms among ourselves. He has accused us that have attempted to expose the Communists, of looking for Communists in the Bureau of Fisheries and Wildlife. I say that a man who says that isnt qualified to be President of the ed States. And I say that the only man who can lead us in this fight to rid the Government of both those who are Communists and those who have corrupted this Government is Eisenhower, because Eisenhower, you can be sure, recognizes the problem, and he knows how to deal with it.Now let me that finally, this evening, I want to to you just briefly excerpts from a letter which I received, a letter which after all this is over no one can take away from us. It s as follows:Dear Senator Nixon,;Since I am only 19 years of age, I cant vote in this presidential election, but believe me if I could you and General Eisenhower would certainly get my vote. My husband is in the Fleet Marines in Korea. He a corpsman on the front lines and we have a two month old son hes never seen. And I feel confident that with great Americans like you and General Eisenhower in the White House, lonely Americans like myself will be united with their loved ones now in Korea. I only pray to God that you wont be too late. Enclosed is a small check to help you in your campaign. Living on a month it is all I can afford at present, but let me know what else I can do.;Folks, its a check for , and its one that I will never cash. And just let me say this: We hear a lot about prosperity these days, but I say why cant we have prosperity built on peace, rather than prosperity built on war? Why cant we have prosperity and an honest Government in Washington, D.C., at the same time? Believe me, we can. And Eisenhower is the man that can lead this crusade to bring us that kind of prosperity.And now, finally, I know that you wonder whether or not I am going to stay on the Republican ticket or resign. Let me say this: I dont believe that I ought to quit, because Im not a quitter. And, incidentally, Pats not a quitter. After all, her name was Patricia Ryan and she was born on St. Patricks day, and you know the Irish never quit. But the decision, my friends, is not mine. I would do nothing that would harm the possibilities of Dwight Eisenhower to become President of the ed States. And for that reason I am submitting to the Republican National Committee tonight through this television broadcast the decision which it is theirs to make. Let them decide whether my position on the ticket will help or hurt. And I am going to ask you to help them decide. Wire and write the Republican National Committee whether you think I should stay on or whether I should get off. And whatever their decision is, I will abide by it.But just let me say this last word. Regardless of what happens, Im going to continue this fight. Im going to campaign up and down in America until we drive the crooks and the Communists and those that defend them out of Washington. As Americans gather to celebrate this week, we show our gratitude for the many blessings in our lives. We are grateful for our friends and families who fill our lives with purpose and love. We're grateful for our beautiful country, and for the prosperity we enjoy. We're grateful for the chance to live, work and worship in freedom. And in this Thanksgiving week, we offer thanks and praise to the provider of all these gifts, Almighty God. We also recognize our duty to share our blessings with the least among us. Throughout the holiday season, schools, churches, synagogues and other generous organizations gather food and clothing for their neighbors in need. Many young people give part of their holiday to volunteer at homeless shelters or food pantries. On Thanksgiving, and on every day of the year, America is a more hopeful nation because of the volunteers who serve the weak and the vulnerable. The Thanksgiving tradition of compassion and humility dates back to the earliest days of our society. And through the years, our deepest gratitude has often been inspired by the most difficult times. Almost four centuries ago, the pilgrims set aside time to thank God after suffering through a bitter winter. George Washington held Thanksgiving during a trying stay at Valley Forge. And President Lincoln revived the Thanksgiving tradition in the midst of a civil war. The past year has brought many challenges to our nation, and Americans have met every one with energy, optimism and faith. After lifting our economy from a recession, manufacturers and entrepreneurs are creating jobs again. Volunteers from across the country came together to help hurricane victims rebuild. And when the children of Beslan, Russia suffered a brutal terrorist attack, the world saw America's generous heart in an outpouring of compassion and relief. The greatest challenges of our time have come to the men and women who protect our nation. We're fortunate to have dedicated firefighters and police officers to keep our streets safe. We're grateful for the homeland security and intelligence personnel who spend long hours on faithful watch. And we give thanks to the men and women of our military who are serving with courage and skill, and making our entire nation proud. Like generations before them, today's armed forces have liberated captive peoples and shown compassion for the suffering and delivered hope to the oppressed. In the past year, they have fought the terrorists abroad so that we do not have to face those enemies here at home. They've captured a brutal dictator, aided last month's historic election in Afghanistan, and help set Iraq on the path to democracy. Our progress in the war on terror has made our country safer, yet it has also brought new burdens to our military families. Many servicemen and women have endured long deployments and painful separations from home. Families have faced the challenge of raising children while praying for a loved one's safe return. America is grateful to all our military families, and the families mourning a terrible loss this Thanksgiving can know that America will honor their sacrifices forever. As Commander-in-Chief, I've been honored to thank our troops at bases around the world, and I've been inspired by the efforts of private citizens to express their own gratitude. This month, I met Shauna Fleming, a 15-year-old from California who coordinated the mailing of a million thank you letters to military personnel. In October, I met Ken Porwoll, a World War II veteran who has devoted years of his retirement to volunteering at a VA medical center in Minneapolis. And we've seen the generosity of so many organizations, like Give2theTroops, a group started in a basement by a mother and son that has sent thousands of care packages to troops in the field. Thanksgiving reminds us that America's true strength is the compassion and decency of our people. And, yet, in the history of our nation it is a commonplace occurrence. The orderly transfer of authority as called for in the Constitution routinely takes place as it has for almost two centuries and few of us stop to think how unique we really are. In the eyes of many in the world, this every-four-year ceremony we accept as normal is nothing less than a miracle. Mr. President, I want our fellow citizens to know how much you did to carry on this tradition. By your gracious cooperation in the transition process you have shown a watching world that we are a united people pledged to maintaining a political system which guarantees individual liberty to a greater degree than any other. And I thank you and your people for all your help in maintaining the continuity which is the bulwark of our republic. The business of our nation goes forward. These ed States are confronted with an economic affliction of great proportions. We suffer from the longest and one of the worst sustained inflations in our national history. It distorts our economic decisions, penalizes thrift, and crushes the struggling young and the fixed-income elderly alike. It threatens to shatter the lives of millions of our people. Idle industries have cast workers into unemployment, human misery and personal indignity. Those who do work are denied a fair return for their labor by a tax system which penalizes successful achievement and keeps us from maintaining full productivity. But great as our tax burden is, it has not kept pace with public spending. For decades we have piled deficit upon deficit, mortgaging our future and our children's future for the temporary convenience of the present. To continue this long trend is to guarantee tremendous social, cultural, political, and economic upheavals. You and I, as individuals, can, by borrowing, live beyond our means, but for only a limited period of time. Why then should we think that collectively, as a nation, we are not bound by that same limitation? We must act today in order to preserve tomorrow. And let there be no misunderstanding —we're going to begin to act beginning today. The economic ills we suffer have come upon us over several decades. They will not go away in days, weeks, or months, but they will go away.   My friends:I want to talk for a few minutes with the people of the ed States about banking to talk with the comparatively few who understand the mechanics of banking, but more particularly with the overwhelming majority of you who use banks for the making of deposits and the drawing of checks.I want to tell you what has been done in the last few days, and why it was done, and what the next steps are going to be. I recognize that the many proclamations from State capitols and from Washington, the legislation, the Treasury regulations, and so forth, couched for the most part in banking and legal terms, ought to be explained for the benefit of the average citizen. I owe this, in particular, because of the fortitude and the good temper with which everybody has accepted the inconvenience and hardships of the banking holiday. And I know that when you understand what we in Washington have been about, I shall continue to have your cooperation as fully as I have had your sympathy and your help during the past week.First of all, let me state the simple fact that when you deposit money in a bank, the bank does not put the money into a safe deposit vault. It invests your money in many different forms of credit in bonds, in commercial paper, in mortgages and in many other kinds of loans. In other words, the bank puts your money to work to keep the wheels of industry and of agriculture turning around. A comparatively small part of the money that you put into the bank is kept in currency an amount which in normal times is wholly sufficient to cover the cash needs of the average citizen. In other words, the total amount of all the currency in the country is only a comparatively small proportion of the total deposits in all the banks of the country.What, then, happened during the last few days of February and the first few days of March? Because of undermined confidence on the part of the public, there was a general rush by a large portion of our population to turn bank deposits into currency or gold a rush so great that the soundest banks couldnt get enough currency to meet the demand. The reason for this was that on the spur of the moment it was, of course, impossible to sell perfectly sound assets of a bank and convert them into cash, except at panic prices far below their real value. By the afternoon of March third, a week ago last Friday, scarcely a bank in the country was open to do business. Proclamations closing them, in whole or in part, had been issued by the Governors in almost all the states. It was then that I issued the proclamation providing for the national bank holiday, and this was the first step in the Governments reconstruction of our financial and economic fabric.The second step, last Thursday, was the legislation promptly and patriotically passed by the Congress confirming my proclamation and broadening my powers so that it became possible in view of the requirement of time to extend the holiday and lift the ban of that holiday gradually in the days to come. This law also gave authority to develop a program of rehabilitation of our banking facilities. And I want to tell our citizens in every part of the Nation that the national Congress Republicansand Democrats alike showed by this action a devotion to public welfare and a realization of the emergency and the necessity for speed that it is difficult to match in all our history.The third stage has been the series of regulations permitting the banks to continue their functions to take care of the distribution of food and household necessities and the payment of payrolls.This bank holiday, while resulting in many cases in great inconvenience, is affording us the opportunity to supply the currency necessary to meet the situation. Remember that no sound bank is a dollar worse off than it was when it closed its doors last week. Neither is any bank which may turn out not to be in a position for immediate opening. The new law allows the twelve Federal Reserve Banks to issue additional currency on good assets and thus the banks that reopen will be able to meet every legitimate call. The new currency is being sent out by the Bureau of Engraving and Printing in large volume to every part of the country. It is sound currency because it is backed by actual, good assets.Another question you will ask is this: Why are all the banks not to be reopened at the same time? The answer is simple and I know you will understand it: Your Government does not intend that the history of the past few years shall be repeated. We do not want and will not have another epidemic of bank failures.As a result, we start tomorrow, Monday, with the opening of banks in the twelve Federal Reserve Bank cities those banks, which on first examination by the Treasury, have aly been found to be all right. That will be followed on Tuesday by the resumption of all other functions by banks aly found to be sound in cities where there are recognized clearing houses. That means about two hundred and fifty cities of the ed States. In other words, we are moving as fast as the mechanics of the situation will allow us.On Wednesday and succeeding days, banks in smaller places all through the country will resume business, subject, of course, to the Governments physical ability to complete its survey It is necessary that the reopening of banks be extended over a period in order to permit the banks to make applications for the necessary loans, to obtain currency needed to meet their requirements, and to enable the Government to make common sense checkups.Please let me make it clear to you that if your bank does not open the first day you are by no means justified in believing that it will not open. A bank that opens on one of the subsequent days is in exactly the same status as the bank that opens tomorrow.I know that many people are worrying about State banks that are not members of the Federal Reserve System. There is no occasion for that worry. These banks can and will receive assistance from member banks and from the Reconstruction Finance Corporation. And, of course, they are under the immediate control of the State banking authorities. These State banks are following the same course as the National banks except that they get their licenses to resume business from the State authorities, and these authorities have been asked by the Secretary of the Treasury to permit their good banks to open up on the same schedule as the national banks. And so I am confident that the State Banking Departments will be as careful as the national Government in the policy relating to the opening of banks and will follow the same broad theory.It is possible that when the banks resume a very few people who have not recovered from their fear may again begin withdrawals. Let me make it clear to you that the banks will take care of all needs, except, of course, the hysterical demands of hoarders, and it is my belief that hoarding during the past week has become an exceedingly unfashionable pastime in every part of our nation. It needs no prophet to tell you that when the people find that they can get their money that they can get it when they want it for all legitimate purposes the phantom of fear will soon be laid. People will again be glad to have their money where it will be safely taken care of and where they can use it conveniently at any time. I can assure you, my friends, that it is safer to keep your money in a reopened bank than it is to keep it under the mattress.The success of our whole national program depends, of course, on the cooperation of the public onits intelligent support and its use of a reliable system.Remember that the essential accomplishment of the new legislation is that it makes it possible for banks more ily to convert their assets into cash than was the case before. More liberal provision has been made for banks to borrow on these assets at the Reserve Banks and more liberal provision has also been made for issuing currency on the security of these good assets. This currency is not fiat currency. It is issued only on adequate security, and every good bank has an abundance of such security.One more point before I close. There will be, of course, some banks unable to reopen without being reorganized. The new law allows the Government to assist in making these reorganizations quickly and effectively and even allows the Government to subscribe to at least a part of any new capital that may be required.I hope you can see, my friends, from this essential recital of what your Government is doing that there is nothing complex, nothing radical in the process.We have had a bad banking situation. Some of our bankers had shown themselves either incompetent or dishonest in their handling of the peoples funds. They had used the money entrusted to them in speculations and unwise loans. This was, of course, not true in the vast majority of our banks, but it was true in enough of them to shock the people of the ed States, for a time, into a sense of insecurity and to put them into a frame of mind where they did not differentiate, but seemed to assume that the acts of a comparative few had tainted them all. And so it became the Governments job to straighten out this situation and do it as quickly as possible. And that job is being performed.I do not promise you that every bank will be reopened or that individual losses will not be suffered, but there will be no losses that possibly could be avoided and there would have been more and greater losses had we continued to drift. I can even promise you salvation for some, at least, of the sorely presses banks. We shall be engaged not merely in reopening sound banks but in the creation of more sound banks through reorganization.It has been wonderful to me to catch the note of confidence from all over the country. I can never be sufficiently grateful to the people for the loyal support that they have given me in their acceptance of the judgment that has dictated our course, even though all our processes may not have seemed clear to them.After all, there is an element in the justment of our financial system more important than currency, more important than gold, and that is the confidence of the people themselves. Confidence and courage are the essentials of success in carrying out our plan. You people must have faith you must not be stampeded by rumors or guesses. Let us unite in banishing fear. We have provided the machinery to restore our financial system, and it is up to you to support and make it work.It is your problem, my friends, your problem no less than it is mine.Together we cannot fail. /201205/182120
